W3C (also known as the World Wide Web Consortium) is a standards body which owns the specifications for HTML and other web technologies.
Its mandate, as applied to this page, is to promote interoperability, freeing users of the internet from caring about the battles for browser supremacy between the technology companies. For example, because this site is W3C HTML 4.01 complaint, it should look good in any browser, whether it is Netscape Communicator, Microsoft Internet Explorer or whatever.
